Resting bandit

What were you doing yesterday around 10am? I know what I was doing: I was saving poor children, because that's my job. It's also the roving bandit's job. Except the roving bandit clearly doesn't care about his job, or about poor children. And so yesterday, Wednesday, a WORK day, between the hours of 10:00 - 10:30, prime poor-child-saving time, the resting bandit took his girlfriend for masala tea; his desk, prime poor-child-saving real-estate, left lying empty and ineffective beside me.

It's a recognised problem in Southern Sudan that work is not perceived as a 'priority event' by employees. How can we gag this gaping mouth of inefficiency when the Technical Assistance we provide exhibits the same insatiable appetite for slacking?
